Pharmaceutical regulation at the wholesale level and parallel trade

چکیده

This paper studies the e¤ect of pharmaceutical regulation at the wholesale level, if markets are integrated by parallel trade, i.e. trade outside the manufacturer’s authorized distribution channel. In particular, maximum wholesale margins, a restriction of pricing by the intermediary, and mandatory rebates, a restriction of the pricing by the manufacturer, are analyzed with respect to their e¤ect on drug prices, quantities, and public pharmaceutical expenditure. Maximum wholesale margins enhance the manufacturer’s ability to reduce competition from parallel trade in the destination country by increasing wholesale prices. In a symmetric equilibrium, maximum wholesale margins of both countries partly o¤set each other. Mandatory rebates may be a policy alternative, as they exhibit a reinforcing e¤ect with respect to drug prices. JEL classi…cation: F12, I11, I18

Intellectual Property Rights, Parallel Imports and Strategic Behavior

The existence of parallel imports (PI) raises a number of interesting policy and strategic questions, which are the subject of this survey article. For example, parallel trade is essentially arbitrage within policy-integrated markets of IPR-protected goods, which may have different prices across countries. Thus, we analyze fully two types of price differences that give rise to such arbitrage. F...

Pharmaceutical parallel trade in Europe: stakeholder and competition effects

Pharmaceutical parallel trade in the European Union is a large and growing phenomenon, and hope has been expressed that it has the potential to reduce prices paid by health insurance and consumers and substantially to raise overall welfare. In this paper we examine the phenomenon empirically, using data on prices and volumes of individual imported products. We have found that the gains from par...

Vertical Distribution , Parallel Trade , and Price Divergence in Integrated Markets ∗

We develop a model of vertical pricing in which an original manufacturer sets wholesale prices in two markets that are integrated at the distributor level by parallel imports (PI). The manufacturing firm needs to set these two prices to balance three competing interests: restricting competition in the PI-recipient market, avoiding resource wastes due to actual trade, and reducing the double-mar...

A Test for the Pollution Haven Effect in the Selected EU-Asian Countries

The pursuit of sustainable development requires balancing the objectives of FDI, Trade, economic growth and environmental protection. At the international level, where different countries...

Intra-industry trade refers to the simultaneous export and import of a group of similar goods, resulting in product differentiation in imperfectly competitive markets and the existence of economies of ...
